This political cartoon, entitled “They'll Push It Through Without Help From Anybody” appeared in the January 31, 1939 edition of the Washington Evening Star. Cartoonist Clifford Berryman shows Hitler, Mussolini, Franco, and Japan pushing the American defense program through the doors of Congress. Rising militarism in Germany, Italy, Japan, and Spain increased the threat of armed conflict in Europe and Asia. President Roosevelt and the Congress sought ways to strengthen the military forces of friendly powers in Europe and Asia to counterbalance the threat. World War II began in September 1939, with the German invasion of Poland.
