  • S.D. Howe writes to B.F. Kendall, Commissioner of Indian Affairs for Washington Territory, regarding his opinions of Tulalip. Howe says the land is excellent, well watered and good for farming. He knows a priest, Reverend E.C. Chirouse, who has started a school in the area, which is doing well, but needs Kendall's help in making his school more than "an open shed.".
