  • H.G. Rowland writes to Washington State Senator Wesley Jones to discuss suggestions for the enforcement of prohibition. These suggestions include deportation for foreigner violators and granting permits to allow manufacturers to sell alcohol. He writes that any manufacturers without a permit could then be punished. Many citizens were suggesting new methods of enforcement in response to the decreasing popularity of prohibition.
