    This memo, directed at internees deemed to be "enemy aliens" and imprisoned by the United States government, provides details about securing a rehearing of their case before the Alien Enemy Hearing Board. Accord to the memo, internees must show that their history of loyalty to the United States was not properly demonstrated in their first hearing or new information has come to light which now proves their loyalty. A member of the internee's family or friend must then make an application for rehearing including "letters and affidavits from persons well acquainted with the internee relating to his character, past activities and loyalty to this country. These testimonials should establish the reliability of the person writing on behalf of the internee as well as describe their opportunities to observe his conduct." Upon receiving these materials, the United States Attorney will determine if the internee fulfills the requirements for a rehearing. less
