    In a letter also sent to President Roosevelt and other members of the government, Barnett expresses the concerns of the Council of Churches' Committee on Aliens regarding the forcible evacuation of the Japanese from the west coast. Barnett writes "It must be apparent that the Federal Government will have to take responsibility for compelling unwilling communities to allow evacuated people a refuge. It must also be apparent that adequate time should be allowed to sell assets in order to secure the funds for transportation or that transportation be provided. It must further be apparent that it will be virtually impossible for these people to find jobs in new communities even with the help of the United States employment service. In that event, subsistence becomes the concern of our government. It appears that great villages will have to be built if the evacuation is to be as wholesale in nature as suggested by comments of responsible governmental authorities.". less
