  • Former Washington Territory Governor Semple says, in this letter, that he has "abandoned hope of carrying out...the glorious comprehensive project we have dreamed of so long." There is new leadership and financing at the Waterway Company for performing dredging that will create tidelands, but there will not be a South Canal from Lake Washington to Puget Sound.
