Truman believed that three steps were necessary to achieve this policy and defeat the Soviets in the Cold War. First, universal training was a policy to train all American men ages 18 and above to serve in the military as preparation for the possibility of another war. Second, selective Service was implemented to gather information on all males available for military conscription as needed. Truman's final tool was the European Recovery Program (ERP) which implemented the Marshall Plan for U.S. economic aid to Europe. less
