This illustration entitled, "The Third Note", by cartoonist Clifford Berryman, which appeared in the Washington Evening Star on July 24, 1915, depicts German Kaiser Wilhelm II reflecting on the seriousness in the tone and what that could mean, after he has read the third note received from President Woodrow Wilson regarding the sinking of passenger ships by German submarines.
