Mayor Smith hopes to secure additional foreign investment in Anderson, Indiana.; Some college students from east-central Indiana will be using their spring breaks to help victims of Hurricane Katrina.; Thousands of Indiana children were removed from their homes by the government in 2005 because of child abuse or neglect, according to a report by The National Coalition for Child Protective Reform. The NCCPR is a non-governmental organization working to change public policy concerning child abuse, foster care and family preservation.; Weather.; The State of Indiana will officially observe Daylight Saving Time beginning on April 2, 2006. Eight counties will also move from the Eastern Time Zone to the Central Time Zone - Daviess County, Dubois County, Knox County, Martin County, Perry County, Pike County, Pulaski County and Starke County.
