R.H. Thomson, the Seattle City Engineer, sends a report written by George Cotterill to the Special Committe Chamber of Commerce. Thomson writes that the report is "an analysis of the various propositions submitted to the City of Seattle by the Seattle Power Company relative to the supply of water from Cedar River, and also a comparison of probable pumping costs for a period of twelve years.".
