It points to Franklin Roosevelt's evacuation order and "the subsequent orders of Lieutenant General DeWitt, commander of the West Coast area, under the authority cranded by it, and various court actions culminatin in the decision of the Supreme Court of the United States, June 21, 1943, in the case of Gordon Hirabayashi, constitute a record of complete reversal of the slow evolution of the Anglo-American law in the direction of justice to each individual on the basis of his deeds, in favor of the totalitarian concept."
