Virtually all of the bulletin is composed of a quotation from a letter composed by "Member #23972" of the Loyal Legion, which he had dropped in a suggestion box. The letter excoriates employees who refuse to join the Loyal Legion -- they are denounced as "Pro-Germans" who hate their country and would "welcome the Iron Heel of Germany upon our shores", undermining democracy in favor of a German autocracy that would reward them for their support. This "Pro-Germanism" is described as a fatal cancer that "every true American" must oppose -- the letter's author warns that "the German Powers are not yet crushed" and that "DEFEAT means SLAVERY". Those who refuse to join the Loyal Legion are compared to lepers spreading disease among the healthy.
