Reuben Benjamin works in the Illinois courthouse's law library. Reuben Benjamin helped draft the Illinois 1867 state constitution, which included a provision that said the state could regulate fees charged by railroads and warehouses. Ultimately, the idea reached the U.S. Supreme Court in The People v. The Chicago and Alton Railroads, and the court upheld Benjamin's thinking.
