The first copyright law in the United States was passed in 1790. The cost of registering for copyrights discouraged many publishers of children's books, especially those that published chapbooks. Most famously, "Peter Rabbit" was not copyrighted in the United States which is why it immediately appeared in different forms with different illustrations.
