In the 1960s, the construction of large shopping malls, located on the outskirts of Champaign and Urbana communities, led to a decline of long-established downtown businesses in Champaign and Urbana as well as the outlying Champaign County communities. Private downtown development groups were formed and a search for ways to save the downtown became a high priority of the Chamber of Commerce leadership and municipal government officials.
