    The Seattle City Planning Commission Presidents' Annual Report of 1928 addresses concerns about "street planning, zoning, traffic, transportation, grade separation, raid transit, parks and boulevards, passenger and freight terminals, beautification of the city and other such subjects." This report discusses how Seattle streets are not built for "modern requirements" and suggests many improvements to specific streets. The report discusses how nature surrounding Seattle complicates traffic issues. The report also recommends implementing rapid transit as an alternative to overcrowded downtown parking. Many of the suggestions included here shaped the planning of Seattle. less
