  • Luis M. Salazar, the governor of Lower California, writes to Deets Pickett of the Board of Temperance, Prohibition, and Public Morals to report that the President of Mexico has "decreed that no gambling of any kind is permitted in any of the border towns." He asks that Pickett notify the Methodist Episcopal Churches that this policy will be enforced in all border towns between California and Mexico.
