A handwritten letter from Commodore William Bainbridge to Navy Agent George Harrison, dated October 28, 1817. Bainbridge notifies Harrison that he has received the proof of his Congressional medal, but is dissatisfied with the reverse image showing HMS Java's flag flying. He requests the flag be shown lowered to indicate the British ship has surrendered.
