Honey Balsam and Blackberry Balsam were two of the popular medicines of Dr. Howe. Dr. Howe and his partner, Dr. Woodard, produced a variety of patent medicines in Bloomington. Their medicines were later produced by Dr. Z. Waters who gave his name to the line. Many patent medicines were popular before the Pure Food and Drug Act was passed by Congress, after which many medicines failed to meet standards.
