Ross, Seattle City Light Superintendent from 1911-1939, was best known for securing and constructing the Skagit River Project.Photographs for the Skagit River Hydroelectric Project nomination to the National Register of Historic Places were made for the National Park Service in 1989.PH Coll 627.279.
