The original finding aid described this photograph as: Event: Secretary Mel Martinez with Maryland Families Soon to Become Homeowners Subject Description: Secretary Mel Martinez receiving visit at HUD Headquarters from Maryland families about to make the move from renters to homeowners: Helena Spencer and sons Roland Spencer and Lorenzo Lewter; and Penny Williams and son Raynard. The families joined Secretary Martinez at a news conference announcing details of President George W. Bush's proposed Fiscal Year 2002 $30.4 billion budget for HUD, including programs focusing on minority homeownership: the Renewing the Dream tax credit designed to encourage investors to develop housing for low-income families; the American Dream Down Payment Fund, designed to help low-income persons with down payments on homes of their own; and expansion of the use of Section 8 vouchers for homeownership, among other initiatives.
