In 1939 during the 76th Congress Representative Marcantonio sponsored HR 7239 granting citizenship rights to Filipinos hoping to close gaps in the 1934 Philippine Independence Act, also known as the Tydings-McDuffie Act granting the former American protectorate its independence but closing the door on Filipino access to immigration, legal residency, and citizenship rights. Rep. Marcantonio was a passionate supporter of immigrant and labor rights reintroducing this legislation in Congress in 1941, 1943, and 1944 but finding little support in both houses of Congress. less
