This illustration entitled, "Why Not Apply the Santos Dumont Plan to the Transport Problem Until We Get Ships?", by cartoonist Clifford Berryman, which appeared in the Washington Evening Star on January 9, 1916, asks the question of why not adopt the plan of Santos Dumont of Brazil, an early pioneer of air travel who had proposed the use of air travel as a means to transport goods for international trade, to open trade with South America until the United States could expand its merchant fleet.
